On-Grid Solar Rooftop Power Plant on Government/Semi-Government Buildings
As per the Government Order dated 07.10.2024 issued by the Chief Secretary of Uttar Pradesh, it has been mandated to compulsorily install solar rooftop plants on government/semi-government buildings in the state. Installation of solar rooftop plants (On-grid) plants on government buildings allows the facility of net metering, whereby surplus electricity, after daytime usage from the plant, is exported to the grid. This leads to savings in the electricity bills of the building. The installation of these plants is being carried out in the following two modes
The installation is being executed in the following two modes:
- (a) CAPEX Mode
- (b) RESCO Mode
CAPEX Mode
Under this mode, Solar rooftop plants are installed by UPNEDA from the proposals and funds received by various departments. UPNEDA also install plants from the proposals received by departments for which the State Government provide funds to UPNEDA

In the current financial year 2024-25, work orders for the Installation of Solar Rooftop Plants on Government/Semi-Government Buildings have been issued primarily for Collectorates, Vikas Bhavans, Commissioner Offices, Tehsil Buildings, Block Offices, Police Stations/ Offices, Kasturba Gandhi Schools, etc.

RESCO Mode
Under the RESCO mode, for the installation of 500 kW capacity plants, during the year 2024-25, 7 firms have been contracted through the tender process for installing solar rooftop plants on government buildings with an electricity load of 25 kilowatts or more. The validity of these contracts is up to June 2025. The RESCO firm installs the plant at its own expense on the concerned government building, and the department does not bear any financial burden for the same.
Payment for the electricity units generated from the solar power plant installed on the building is made to the RESCO firm at the rate determined through the bidding process (Rs. 4.90 per unit for 25 to 200 kW capacity and Rs. 4.85 per unit for above 200 kW up to 2000 kW), which is approximately half of the current electricity tariff of the DISCOM. A Power Purchase Agreement (PPA) for a period of 25 years is executed with the RESCO firm by the concerned department.
Till now, PPAs have been executed for 98 kW capacity plants on 373 buildings of various departments.
